Energy is the motive power for national development and economical activities and it has strong relationship with national security and people’s welfare. Since 2000 Ministry of Economic Affairs has subsidized a few universities to form research centers for various energy technologies. In 2010 Ministry of Education also offered partial subsidies to universities and colleges to establish 6 resource centers of human resource cultivation for the specific energy themes and will involve 2 more centers in 2011. As a result, nearly all of energy technologies have been included and such programs intend to develop interdisciplinary human resources. Taiwan possesses considerable human resource in civil engineering but severely lack multi-level talents of civil engineering in the technology development of energy saving and carbon reduction (ESCR). It is not only to limit the diverse development of human resource of civil engineering but also detrimental to the infrastructure development of ESCR in Taiwan. On the other hand, civil construction works are typically large-scale as well as long-term, and civil construction materials are energy-consumption, leading to huge amounts of energy and resources consumed during the life cycle of civil construction. Provided that civil engineers can apply the correct ESCR expertise to the planning, design, construction, utilization, maintenance and demolition of civil works, the unnecessary waste of energy and resources can be prevented.
